International Harverster tractor. it has a side cutting sickle bar used pr large cutts such as freeways and other big jobs. I am also told it is used as a rake for hay. It has a rear pto and 3 point hitch, gas motor. I am told this tractor is somewhere around 30hp. Former government unit. Probabaly well maintained.
