You are looking at a Playmobil Future Planet set 5153 with the original box and instructions.
I tried fresh batteries in some of the things and as you an see in the pictures- the red lights lit up and I was able to get the car with the remote to drive some of the time. I can't guarantee that everything works with batteries- but at least things lit up when I put batteries in it.
I am selling 2 other Future Planet sets- please let me know if you are interested in all of them.
